New York state's web site for people seeking health insurance through the Affordable Care Act was working as of noon Thursday, after being either fully or partially down for at least a day.
As of noon, a message informing people that new applications could not be processed had been removed, and it appeared the sign up system was again working normally.
The restoration of the web site followed more than a day in which the web site was at times available to no one, and at times available to people who had already been approved for coverage but needed to sign up for a specific plan.

New York's web site for people seeking health insurance through the Affordable Care Act continues to have its ups and downs.
As of late Thursday morning, the web site was working for people who have already signed up, but not for new applicants.
Earlier in the morning, it was completely unavailable.
The web site's problems are the result of problems at the federal level, with what's known as the federal Data Services Hub.
That hub has been up and down frequently since the weekend, affecting both the federal government's own Affordable Care Act web site, and the web sites of states which have their own sign up programs.
Late Thursday morning, the message on the New York web site was:
"We have been notified by the U.S. federal government that their Federal Data Services Hub is down. As a result, new applicants will not be able to sign up until the Federal Data Services Hub is restored. If you are a new applicant, we encourage you to return later.
A subsidiary of Verizon operates the data hub, and in testimony before Congress Wednesday, Health and Human Services Secretary Kathleen Sebelius said the Verizon subsidiary is to blame for the current outage.
Reuters reported the hub "links online health insurance marketplaces with numerous federal agencies and can verify people's identity, citizenship, and other facts."
