The Jefferson County Sheriff's Department has arrested a man and woman after their two pajama-clad and barefoot children were found outside in the cold.

Deputies charged 31 year old Nichole Johnson and 34 year old Timothy Phillips, both of 17481 Route 11 in the town of Watertown, with endangering the welfare of a child.

Officials were called to Northland Estates shortly before 7 a.m. Thursday after receiving a report that a 4 year old and a 2 year old were found near a roadway.

The children were barefoot and wearing pajamas; the temperature was 36 degrees, officials said.

According to deputies, a passerby knocked on the door of the home and the 4 year old said that "mommy and daddy already left."

The home was locked.

When patrols responded, Phillips arrived at the scene.

Officials said Phillips told deputies he took Johnson to work.

The children were taken to Samaritan Medical Center for treatment of exposure to the cold.

Child Protective Services, part of Jefferson County's Department of Social Services, was also contacted.

Officials said Phillips and Johnson left the children alone in the home and the youngsters wandered outside.

Phillips was arraigned in Watertown Town Court and released on his own recognizance.

Johnson was issued an appearance ticket.
