Voting Machines Malfunction, 9 Percent Of Vote Still Uncounted

Bobby Ferris is putting away all his election signs for Jefferson County Legislature District 11, but he says it's too early to celebrate his 20 vote lead.

His opponent Paul Simmons says he's not giving up yet. 

The board of elections still has at least 66 absentee ballots to count in that race.  

Other candidates are anxiously awaiting decisions not because of absentee ballots, but because of problems with the new election machines. 

The transition to electronic voting machines was difficult in some counties in the 23rd Congressional District.

In the day after the election, 9 percent of the votes have yet to be tabulated.
 
St. Lawrence County is still waiting to count votes from seven districts. 

Some of the electronic machines weren't working.

Voters had to vote on paper and those paper ballots were impounded.

In Fulton County, the board of elections is still waiting for results from four districts. 

There is a court order impounding its paper ballots.

Four communities did not have electronic results because of a computer glitch. 

"The machines were able to scan and tally up to a certain point and then once they got to a certain point, it goes to another line in the programming.  The glitch didn't allow it to go to the next line in programming," said John Schermerhorn the Democratic Elections Commissioner in Fulton County.

Other counties having problems include Franklin, Lewis, Madison, Oneida and Oswego.

More than 11,000 absentee ballots have been sent out.

Voters have until November 10 to send them back.

Members of the military have until November 16.

However, the elections commissioners who spoke with 7 News said the absentee ballots are unlikely to change the result of the 23rd Congressional District race.
