The property on State Street had originally been proposed as a Tim Hortons, but at Monday's Watertown City Council meeting, it was changed to a used car lot project.

That change gave the council pause.

In March of 2008, Mark Bonner bought the lot in hopes of bringing the coffee giant to the area, but new plans were submitted for an auto sales and detailing operation.

The city council agreed to a private sale with Bonner instead of putting the certificate up for auction, taking $35,000 instead of the potential $70,000 being offered by other investors.

Mayor Jeff Graham voted against the sale at the time and feels that the change of plans warrants heavy scruntiny.
