A key vote is being revealed when it comes to making a decision on the Galloo Island wind power PILOT. The chairman of the Jefferson County Legislature, Ken Blankenbush, is saying publicly that he'll support the payment in lieu of taxes agreement. "The reason I waited to delay in telling what decision I made is that so every legislator would have the chance to make up their own mind without arm-twisting from the chairman and listen to the facts," said Blankenbush (R. - District 5). As it stands, Blankenbush's yes vote would evenly divide the legislature 6 - 6, with three undecided votes. The legislature is set to vote on the PILOT agreement Tuesday night. It's a vote that's making a lot of people nervous, including the executive director of the Jefferson County Industrial Development Agency, who helped draft the PILOT for the county. "Of course I'm anxious. We worked hard to develop a tool which the taxing jurisdictions could use. If they choose to use it Tuesday, the we'll help them. If they choose not, we will then try to modify whatever this tool is because we're still having been requested to do that and try to modify it to make it more successful," said Executive Director Don Alexander. Blankenbush says projected revenue from the PILOT is expected to be anywhere from $64 to $100 million over 20 years, depending on electricity revenues. That money will be broken down with 35 percent going to Jefferson County, 15 percent to the town of Hounsfield and 50 percent to the Sackets Harbor School District. |
