Backpack Program Gets Big Response At Starbuck ElementaryIt might seem startling, but 80 percent of the student body at a Watertown elementary school lives below the poverty line. That number explains the massive response to a new backpack program at Starbuck Elementary. The program sends kids home each weekend with a bag full of food. It's organized by the Northern New York Rural Health Care Alliance and 115 students have signed up. "These are people that are hard-working people that are working two and three jobs just to pay bills," said organizer Patty Bishop, "and it's a reflection on our economy, I think."
