A state of emergency has been called in Carthage by village President Wayne McIlroy because of high water on streets close to the Black River.

Town of Wilna Supervisor Paul Smith also declared a state of emergency in his town mainly because of flooding on Route 3 near Gambles. 

South Mechanic Street in Carthage was closed Tuesday afternoon.

South Mechanic Street from Liberty Street to the village limits in Carthage was also closed.
