Court Refuses To Lower Sex Offender Status Of Former State Trooper


A state court has refused to downgrade the sex offender status of a former state trooper who served six years in prison for molesting young boys.

The Appellate Division of state Supreme Court said that St. Lawrence County Court was right in classifying 51 year old Stephen Kotzen as a level III sex offender.

The county court had denied Kotzen's request to lower his sex offender status in May 2011. The ruling from the supreme court released Thursday upheld that decision.

Kotzen was accused of having involving inappropriate sexual contact with three boys over a period of nearly 10 years.

He pleaded guilty to two counts of first degree attempted criminal sexual act and one count of first degree attempted sodomy.

Kotzen is listed in the sex offender registry as living in Philadelphia, Pennsylvania.
