Former Watertown Police Chief Dies In SyracuseOtis 'Nick' Reff, a former chief of the City of Watertown police department, died Monday at St. Joseph's Hospital in Syracuse. Reff, 64, was a 32 year veteran of the police department, retiring as chief in July of 2005. A graveside service is set for 11 a.m. Friday at St. Mary's Cemetery in Clayton.
