Massena Man Accused Of Rape And Incest

A 42 Massena man is being held in the Franklin County Jail following his arraignment on rape and incest charges.
 
Jewell Watkins Sr. of East Hatfield Street was indicted by a Franklin County grand jury earlier this month on charges of third-degree rape, third-degree incest and endangering the welfare of a child.

Watkins was living in Tupper Lake at the time of the alleged June 27 incident.

Police said Watkins engaged in sex with an underage girl inside a parked vehicle at the intersection of Routes 3 and 30 in the town of Harrietstown.

Watkins is being held on $50,000 cash bail or $100,000 bond.
