What's all that digging on State Street in Watertown?

It's the spot franchise owner Roy Clark planned to put up a Dunkin Donuts. 

But, Clark says that's not going to happen. 

Property owner P.J. Simao tells 7 news he's behind the work, but he won't say what he's doing. 

Even the neighbors are wondering what's going on. 

Watertown Planning and Community Development Coordinator Ken Mix says Simao is removing underground fuel tanks.

Mix says he's unsure what Simao has planned for the property.
