State police say a man who entered the Norwood-Norfolk Central School and triggered a lockdown was armed with a concealed BB gun and was stalking a school employee.
 
The incident began to unfold shortly after students had arrived at the school when office staff observed the individual acting "suspiciously and erratically", according to district Superintendent Elizabeth Kirnie.
 
The school was immediately put in a lockdown while state police responded taking the man into custody without incident.

According to state police, 60 year old Steven Wells of Norfolk, was attempting to drop off a package to a teacher at the school. 

Police said he was found to be wearing a shoulder handgun holster with a black Desert Eagle BB pistol, which is considered an imitation pistol, beneath his jacket. 

According to police, the investigation revealed Wells arrived at the school asking to see a staff member to leave her a package.

The staff member Wells was attempting to see was interviewed.

According to police, she said Wells had been engaging in stalking and harassment type behavior against her for the past several days. 

The incident at the school lasted approximately an hour before the lockdown was lifted and normal routines resumed.

Wells was charged with third-degree criminal possession of a weapon, fourth-degree stalking and first-degree harassment.

"Our lockdown procedures worked rapidly. Everyone was very efficient so students were at no time in danger," said Kirnie.
 
Kirnie says, ironically the district had a lockdown drill scheduled for next week that has now been cancelled.

Wells was arraigned in Norfolk Town Court and remanded to the Saint Lawrence County Jail in lieu of $50,000 cash or $100,000 bond. 

An order of protection was issued against Wells.
