Police: Man Shot, Injured Teenager with Paint Ball Gun

A Black River man is in jail on $10,000 bail this weekend, accused of shooting and injuring a 15-year-old boy with a paint ball gun.

Police say 23-year-old Timothy Phelps is charged with second degree assault, a felony, and endangering the welfare of a child, a misdemeanor.

State police say Phelps shot the teenager numerous times with a paint ball gun while at his residence. The victim was treated at the scene for his injuries.

Phelps was arraigned in town of Brownville court and taken to Jefferson County Jail, pending grand jury action.

The boy's mother was also arrested. She's accused of failing to intervene.

Thirty-five year old Sarah Elphinstone, also of Black River, is charged with endangering the welfare of a child.

She was issued an appearance ticket returnable to Town of LeRay Court August 27.

The child has been placed in the care of Jefferson County Child Protective Services.
