Seaway's Largest Lock Restoration Effort Underway

Here's a rare look inside one of the seaway locks in Massena in winter.

The locks are drained of water and crews are fixing things and making needed improvements. 

It's part of a regular off-season maintenance program.

The difference this year is that it's the largest restoration effort since the seaway opened in 1959.

"We have ten contractors on site right now...70 people - that's the most people and the most contractors doing this type of work," said Seaway Administrator Collister Johnson.

Johnson invited local officials to tour the work that's being done on Snell Lock.
