St. Lawrence County's Emergency Services director says he is considering challenging Democratic Congressman Bill Owens but hasn't made a final decision.
 
Joe Gilbert says he's exploring his options before making a final decision whether he enters the race for the 21st Congressional District seat held by Owens, a two-term incumbent.
 
Gilbert was appointed county emergency services director in May 2012 and is a retired Army military intelligence officer who has served three tours in Iraq as well as in Germany, Korea and the United States.
 
Gilbert, who describes himself as a member of the Tea Party movement, says he feels the country is headed in the wrong direction and says Owens is vulnerable.

"I think it's heading in the wrong direction, with high unemployment and skyrocketing debt -- $17 trillion in debt -- and other issues," he said.

"It's not necessarily going against Bill Owens, but it's really standing up for the country."

Gilbert expects to make his intentions known by early August.
