2012 was not the best of times for northern New York.
Although returning soldiers at Fort Drum provided some cushion for the greater Watertown area, in general the economy across the north country struggled. Unemployment remained chronically high, there were layoffs and plant closings, and local governments struggled to make ends meet.
On the plus side, the north country was the recipient of a second big round of economic development money from the Cuomo administration.
