Watertown Lawmakers to Revisit Dog LegislationIndigo Mullin has come a long way since being attacked by a dog at the Watertown Farmers Market in August. As his scars heal, lawmakers in the city of Watertown are taking steps to prevent incidents like the one involving Indigo from happening again. City Council is discussing a new proposal that would prohibit dog owners from bringing their pets within 20 feet of any playground or city-approved event on public property. These events include the Jefferson County Fair and the Farmer's Market, among others. But some city council members think that the legislation could have unintended consequences, like making it illegal to walk with your dog by one of these events. "What if you're not going to be at that. You're saying, "I'm not at the event. I have no intention of buying anything. My intention is to go from point A to point B." Is that a violation?" says City Councilman Jeff Smith. Mayor Graham says that the legislation realistically can't be tailored to include every situation. "You can come up with a million of these "what if?" scenarios...that's not what we're talking about here," says Mayor Jeff Graham. Smith says the proposed legislation doesn't take into account the real effects the law could have. Pending official measurement, walking your dog down Coffeen St., for example, while the Jefferson County Fair is in session, could be illegal. However, Mayor Graham insists that the legislation is not intended to be enforced in these types of situations. "Nobody from the city is going to go around writing tickets on this type of thing. We just want to provide some legal backup," says Graham. "If you're going into this, with the intent that it's not that important to enforce in these situations, then we don't need the law, adds Smith. Mayor Graham expects a third rewrite of the proposed law to be requested at the city council meeting on Monday night. Then the city council will have another look at the legislation. Most Popular |
