The Watertown City Schools board of education has approved next year's proposed budget.
The 2013-2014 spending plan would raise tax levy by 5 percent and dips heavily into reserves by $12 million.
Included are cuts to purchasing and staff.
Board president Mike Flick says officials hope most cuts can be achieved through attrition.
The public votes on the budget next month.
