Thanks to a $200,000 loan from Samaritan Medical Center, the North Country Children's Clinic is staying open.  The agency was due to close last Friday because of financial problems:

I was crushed to hear that services provided by the North Country Children's Clinic would be terminated by closing the clinic.  I was equally elated to hear that the clinic would remain open due to the intervention of Samaritan Health Services.

A state judge has ordered New York parks officials to stop enforcing their recent ban on outdoor smoking.  The ruling agrees with a smokers' rights group that the state Office of Parks, Recreation and Historic Preservation exceeded its authority:

As a smoker, it is discrimination as it was taking our rights.

The Head Start pre-school program in Jefferson County is staying open despite the federal government shutdown.  That's because two Texas philanthropists have given the national program $10 million in emergency funding:
