Two dogs who were abused by having rubber bands wrapped around their mouths are expected to make full recoveries.  The owner of the animals was arrested.

North country residents are keeping a watchful eye on Washington when it comes to the pitfalls of plastic.  President Obama wants to rein in costs on credit cards, as many consumers struggle to pay bills.
