People who live near Black River Bay were stunned last week when workers with the state Department of Environmental Conservation shot and killed mute swans. The DEC says the birds are an invasive species:

Whether people enjoy watching them or not, they are an invasive species and must be removed.

Removal by shooting is probably the best method of control for this situation. Trap and transfer is obviously not an option.
