Police: Suspect Exposed Himself Before Chase

We now know why Watertown police were chasing a man who decided to elude them by jumping over the Mill Street bridge Wednesday evening.

According to court documents, 24 year old Rule Smith of the Bronx exposed his genitalia at the bus stop on Grove Street in the city and proceeded to masturbate in public.

When police tried to arrest him, officials said Smith broke away, ran to Mill Street, where he jumped onto the side of the bridge.

Police said Smith was able to jump to a ledge and was walking on top of a cliff area where it appeared he was trying to climb down to the river bank.

According to police, Smith appeared to lose his grip and fell to a rocky area. At one point, he tried to enter the water but made it back to shore.

officers were able to reach Smith with assistance from the Watertown fire personnel.

A boat brought Smith to shore.

He was taken to Samaritan Medical Center, where he was treated for a foot injury and released to police custody.

Smith brought to the police station, processed and released on an appearance ticket.

In addition to public lewdness, Smith was charged with resisting arrest and criminal nuisance. He is to appear in Watertown City Court on October 13.
