Watertown police arrested him last September and accused him of possessing 90 envelopes of heroin packaged for sale.

On Wednesday, 31 year old David Hagans of the Bronx pleaded guilty in Jefferson County Court to third-degree criminal possession of a controlled substance.

Hagans was arrested at 2:15 a.m. on September 23, 2017 in the 200 block of Factory Street

Police said Hagans urinated on a door of a closed business on the block.

He was then found in possession of 90 glassine envelopes containing heroin.

Court documents said the baggies were in bundles consistent with narcotic sales.

Hagans faces two years in prison and three years post release supervision when he's sentenced April 4.
