The Watertown city planning board recommended approving a plan to transform a former restaurant site on Arsenal Street.
The planning board reviewed the proposal when it met Tuesday.
The proposed plan is to tear down the former Friendly's restaurant and build an urgent care facility.
Minor conditions stand in the way, including getting the permits necessary to tear down the existing building and build a new one.
The restaurant closed abruptly in February. Patrons and employees alike learned about the closing one morning when they were greeted by signs on the door.
City council members will be vote on the project on August 20.
