James Elmer, Troop 33 Black River, became an Eagle Scout at an Eagle Court of Honor on Friday May 7. In order to become an Eagle Scout James earned a total of 38 merit badges and had to complete an Eagle Service Project. For his Service Project he planted a community garden which donated 336lbs of vegetables to the Urban Mission of Watertown.
